The policy on reputation misuse has nothing to do with linking. This implies that the new regulation that Google started implementing with manual actions earlier this week has no bearing on who you link to or who links to you.

So if anyone was confused by this, it should now be crystal clear - this policy is about the content, not about the links.

Google Will Remove Its Disavow Link Tool At Some Point

John Mueller of Google stated on X that, in his opinion, the disavow link function will be eliminated by Google "at some point" in the future. In September, Bing discontinued the disavow links tool from Bing Webmaster Tools.

Google has said the link disavow tool hurts more than it helps. Google has consistently recently said on not using the disavow link tool.

Google: Site Reputation Abuse Manual Actions

Google's SearchLiaison confirmed that the site reputation abuse policy enforcement "is really kicking off today"

Google's SearchLiaison verified that the company's upgrade regarding site reputation abuse went live on Monday, May 6. Initially, manual actions were implemented; algorithmic ones will follow at a later date. Pages that might be interpreted as hosting content from third parties in order to improve their search engine ranking were removed by a large number of websites throughout the internet.
