The two constables recorded videos of traffic personnel taking 'challan' money with a watch camera and blackmailed them by threatening to upload video on the internet or show it to their superiors. Neeraj Kumar, 25, of Shivaji Park in Gurgaon and Om Prakash, 25, of Rajokri in New Delhi, were caught after assistant sub-inspector (traffic) Ram Kishan told his senior officials that the two constables were demanding Rs 5 lakh from him in return for keeping a video secret.
